Taxi license in Finland: the taxi driving licence and the taxi transport licence

Updated

Many people search for a “taxi license”. In Finland, taxi work needs two different licences:

  • The taxi driving licence (taksinkuljettajan ajolupa) is a licence for a person. It allows you to drive a taxi.
  • The taxi transport licence (taksiliikennelupa) is a licence for a business. It allows the business to provide taxi transport, which means carrying passengers professionally. You need a taxi transport licence when the vehicle has no more than 1+8 seats.

According to Traficom, taxi transport needs three things: the business has a taxi transport licence, the driver has a taxi driving licence, and the vehicle is registered for use subject to a licence (luvanvarainen käyttö). A taxi driving licence alone does not allow you to work as a taxi entrepreneur. Traficom grants both licences.

Taxi transport with a goods or passenger transport licence

If your business already has a valid goods or passenger transport licence (tavaraliikennelupa or henkilöliikennelupa), it also allows taxi transport. You do not need a separate taxi transport licence. But you must submit a taxi transport operator’s notification to Traficom (ilmoitus taksiliikenteen harjoittamisesta).

  • The notification is for the business, not for each vehicle.
  • You can start taxi transport when Traficom has sent you a decision that the notification is entered in the Transport Register. You must keep this statement in the vehicle.
  • All the requirements for taxi transport also apply to you, for example the requirements for drivers’ qualifications.
  • If your transport licence expires or is revoked, your right to taxi transport ends. To continue, you need a taxi transport licence.

Frequently Asked Questions

Do I have to take the entrepreneur examination myself if I start a taxi company?

Not always. The entrepreneur training and examination are required from either the licence applicant or the applicant's transport manager. When the applicant is a company, the transport manager must actually and continuously manage the company's transport operations and represent the company. A person cannot be the transport manager only on the basis of an agreement.

Do I need to set up a company before I apply for a taxi transport licence?

Yes. The licence is granted only to an applicant with a Business ID, and in Traficom's instructions, setting up the business is the first step. You can apply as a sole trader or as a company. Traficom does not assess the conditions in advance. It assesses them only when it processes your application.

How many cars can one taxi transport licence have?

The number of cars is not limited, because the licence is for the business. The licence or a copy of it must be in every car, and you make the copies yourself. Holders of a taxi transport licence must add the cars they use as taxis to the licence in My e-Services by 1 January 2027.

Is a taxi licence granted before 2018 still valid?

According to Traficom, taxi licences granted by an ELY Centre or a State Provincial Office before 1 July 2018 count as taxi transport licences. Licences that were valid until further notice became fixed-term on 1 July 2018, and the first of them expire in 2029. Traficom will remind licence holders to renew in good time. A licence becomes fixed-term earlier if it changes, for example if the licence holder's name changes.
