The taxi driver exam in Finland: format, pass mark and practice questions
Updated
The taxi driver examination (taksinkuljettajan koe) is a Traficom examination. You must pass it before you can get a taxi driving licence. The key facts:
- The examination has 60 multiple-choice questions, and you have at most 45 minutes.
- You pass when you get at least 45 correct, and also the required number correct in each of the five topics.
- You take the examination in Finnish or Swedish. You may not use an interpreter or a dictionary.
- From 1 November 2026, you can take the examination only after you have completed 21 hours of taxi driver training.
- A passed examination is valid for one year.
At the end of this page there are our own practice questions. They are not real examination questions. All the rules come from Traficom’s pages, Traficom’s regulations and the Act on Transport Services.
What you need before the exam
From 1 November 2026, you can take the examination only after you have completed 21 hours of taxi driver training. In Finnish this is called taksinkuljettajan peruskoulutus. Only training organisations whose training programme Traficom has approved may provide it. The training covers the same five topics as the examination.
When you come to the examination, your training must be entered in Traficom’s Transport Register (liikenneasioiden rekisteri). The training organisation must report your training to Traficom within two weeks after you complete it. If you book the examination right after the training, ask the training organisation whether it has reported your training yet.
The full path to a taxi driving licence, including the driving licence and medical report requirements, is on the page Become a taxi driver. What the 2026 law changes mean for different drivers is on the page Taxi law 2026.
Format and pass mark
The examination is a digital theory test. Each question has several answer options, and only one of them is correct. The system checks the answers automatically and tells you the result.
The examination is marked topic by topic. If you get fewer correct answers than required in any topic, the whole examination fails, even if your total is high enough.
| Topic | Questions | Minimum correct |
|---|---|---|
| Assisting passengers and looking after their safety | 15 | 12 |
| Special needs of different passenger groups | 15 | 12 |
| Customer service situations in taxi services | 10 | 7 |
| Driver rights and obligations | 10 | 7 |
| Factors affecting the safety of transport and traffic | 10 | 7 |
| Whole examination | 60 | 45 |
The topic driver rights and obligations was added to the examination on 1 September 2026. It added ten questions.
The taxi driver examination is not the same as the examination for taxi transport entrepreneurs. The entrepreneur examination is part of applying for a taxi transport licence. It is explained on the page Become a taxi entrepreneur. The difference between a taxi driving licence and a taxi transport licence is on the page Taxi licence in Finland.
Exam language
You take the examination in Finnish or Swedish. There are no other languages. You may not use an interpreter or a dictionary in the examination.
You can take the examination orally with more time, at most 90 minutes, if you have a health reason:
- dyslexia or reading difficulties, with a written and signed statement or report from a healthcare professional or a special education teacher, or
- another health reason that prevents you from completing the examination in 45 minutes, with a written and signed statement from a healthcare professional that gives the ICD-10 diagnosis code of the illness or disorder.
The statement must show your name and your personal identity code or date of birth. In an oral examination, a member of the service provider’s staff is always present.
Booking the exam
You take the examination at a service point of Traficom’s service provider. Book it in advance in the Ajovarma booking service.
According to Traficom’s news of 13 November 2025, from 17 November 2025 the examinations are group exams in 12 locations: Järvenpää, Oulu, Tampere, Turku, Kuopio, Vaasa, Lappeenranta, Jyväskylä, Lahti, Lohja, Seinäjoki and Rovaniemi. In a group exam, everyone takes the test at the same time on a tablet, and a supervisor is in the room. Check the location in the booking service when you book.
On the exam day
- Prove your identity when you check in for the examination. The examination starts when you check in. Your identity can also be checked during the examination.
- Leave your things outside the examination room. You leave personal belongings, outdoor clothing and accessories in the place the service provider shows you. If you do not leave them, or if you cannot be identified, you cannot enter the examination room.
- Religious headwear, or headwear or a wig worn for a health reason, is allowed. It is checked before you enter the examination room.
- A face mask is allowed, but you must take it off when your identity is checked.
- A device you need to monitor your health, for example a phone that alerts you to changes in your health, is allowed only if you show a medical report or an entry in your patient records before the examination. Tell the supervisor before you use the device during the examination.
Banned items and cheating
You may not have a mobile phone, headphones or any other communication or recording device in the examination or in the examination room. Materials and equipment that can be used to cheat, or to copy questions or pass them on, are also banned. So are clothes or accessories that could give you an advantage in the examination.
The following counts as cheating:
- using or trying to use banned devices or methods
- talking during the examination to anyone other than the service provider’s staff
- taking the examination for another person
- copying or recording the examination or any part of it in any way
- bribing or trying to bribe a member of the service provider’s staff.
If you are caught cheating, your examination is stopped and failed. It is also failed if the cheating is found only after the examination. In addition, Traficom bans you from taking the examination for six months. Traficom has the cheating rules in several languages, including English, Russian and Arabic, on its page Apply for a taxi driving licence.
Traficom does not publish the examination questions. The examination material belongs to Traficom and is confidential.
After the exam
- A passed examination is valid for one year. You must apply for the taxi driving licence within that time. You submit the application at a service point of Traficom’s service provider. Applying for the licence is explained on the page Become a taxi driver.
